The Associated Builders and Contractors (ABC) Florida First Coast Chapter recognized five 澳门足彩app projects as winners of 2022 Eagle Awards, the chapter’s highest recognition, and announced one of those as its Project of the Year at its annual Excellence in Construction awards gala on Friday, August 5.

The following projects received Eagle Awards:

  • P-918 Special Operations Forces Close Combat Facility in Coronado, California (Project of the Year winner)
  • Diageo Project Helix
  • Phillips & Jordan Regional Office Complex
  • St. Johns County Sheriff’s Office Emergency Communications and Training Facility
  • Residuals Renovations and Improvements to Building D2, Upper Occoquan Service Authority (UOSA)

The ABC’s Excellence in Construction Awards program serves to raise the level of construction standards by recognizing the workmanship of those who contribute and by showcasing the results of their commitment. Entries are judged on execution of design, quality of craftsmanship, attention to detail, proper installation, outstanding planning and coordination efforts, challenges successfully overcome, project complexity, custom materials, safety programs and owner satisfaction.

Eagle Award winners must earn 80% or more of the eligible points and score highest in their category. Eagle and Award of Merit winning projects are eligible to enter the National ABC Excellence in Construction competition.

This P-918 MILCON project provided design, engineering, and construction for a 23,000-square-foot Close Quarters Combat (CQC) Facility for Naval Special Warfare Center (NSWCEN) and Naval Special Warfare Group ONE (NSWG-1), and site improvements for the campus. This project is located at the Silver Strand Training Complex – South (SSTC-S) at Naval Base Coronado Coastal Campus, Coronado, California.

The CQC facility is a one-story structure organized with a training support and service area at the front of the building in a lower-height structure. The training rooms are in a higher volume structure to accommodate training configurations and a mezzanine catwalk space for supervision. A ballistic wall panel system was installed in the training rooms with vulcanized rubber on both sides of the ballistic steel plate panels. Included are non-ballistic sliding doors and door frames, non-ballistic sacrificial doors and door frames. At the front of the building, the entry lobby provides access to a communication room, control room, restroom and briefing room that lead into two separated training rooms. An exterior training area is provided for exothermic exercises. Entrances to the mezzanine area are from exterior stairs. Roof access is provided with enclosed stair for maintenance and rooftop mechanical access.

Vertical construction consists of shallow spread foundations, concrete mat foundations, concrete tilt-up, structural steel columns, steel joists, metal roof decking, and low-slope roofs. Highlighted features included direct digital controls (DDC) per AWEMS, cable TV premises distribution, radio and public systems, electronic safety and security and FFE.

Diageo engaged 澳门足彩app for a design-build brownfield feasibility study at the beginning of December 2020 to retrofit a 50-plus-year-old warehouse in Plainfield, Illinois, as a bottling facility receiving high spirits to produce low-proof and spirit-based alcoholic beverages. Within a month, the direction was to proceed with the full engineering design. All preliminary work needed to assess the facilities and determine the best packaging and process systems configuration needed to take place in parallel.

Along with the magnitude of architectural, structural, civil, and utility upgrades to meet code and standards of a beverage process/packaging facility, two new independent process and packaging lines were designed. This effort required 2D/3D simulation, budget creation, lines feasibility analysis, selection and equipment procurement plan, factory acceptance tests (FATs) documentation, mechanical and electrical installation drawings, detailed commissioning & start-up execution plan, and site acceptance test protocol (SATs) of both lines.

Diageo’s Project Helix was 澳门足彩app’s first scalable product to the client only 10 months after being engaged to begin engineering. According to beverage industry expert Mark Koenig, this was most likely an industry record. The full Engineer, Procure, Construct (EPC) project employed 澳门足彩app’s process, packaging and facility engineering teams from the Jacksonville, Atlanta, Madison, Dallas, St. Louis, Beloit and Livermore offices working in near-seamless collaboration to pull off this technically complex, fast-tracked project.

Workarounds were often the rule rather than the exception. On site, the project featured a temporary power plant, a temporary wastewater treatment system and temporary CO2 and nitrogen systems. Because the structure couldn’t support the piping being installed, the project had to include approximately $8 million in pipe rack steel structures.

The project advanced so quickly, and so many aspects of it were conducted concurrently, that the successful performance guarantee test for the first of two lines was accomplished in the same week that the guaranteed maximum price (GMP) contract amendment was executed.

Phillips & Jordan is a national woman-owned, heavy civil/infrastructure contractor headquartered in Knoxville, Tennessee. In November of 2019, 澳门足彩app was contracted to design and build Phillips & Jordan’s new Southeast regional headquarters in San Antonio, Florida. 澳门足彩app provided various design-build services, including civil, landscape, architectural, interior and fire protection design, and structural, mechanical, plumbing and electrical engineering.

The Phillips & Jordan Southeast Regional Office Complex was built on a five-acre campus, encompassing over 50,000 square feet and rising up to three stories. The structure is a brick inlaid tilt-up concrete exterior wall with steel interior framing. 澳门足彩app self-performed 100% of the building’s concrete work, including tilt-up walls. Phillips & Jordan occupies the second and third floors, offering tenant space on the first. The building includes integrated HVAC controls and a lighting control system. Construction work also included utilities, 192 parking spaces and covered outdoor seating.

澳门足彩app employed over 30 subcontractors on this project through a vendor selection process that was transparent for subcontractors, vendors and the owner. After distributing the notice of work through Building Connected, 澳门足彩app worked with Phillips & Jordan to identify the most qualified subcontractors and suppliers, who were then invited to bid on the work. The process was open, communicative and far-reaching, assuring that any vendors within the community that had the desire and ability to bid had the opportunity.

澳门足彩app was selected to design and build the St. Johns County, Florida, Sheriff’s Office Emergency Communications and Training Facility to meet first responders’ needs in this high-growth area.

Working closely with the Sheriff’s Office and St. Johns County stakeholders, 澳门足彩app’s integrated design-build team delivered this state-of-the-art emergency communications and training facility on a 67-acre campus on time and within budget.

The project includes extensive site work and three buildings. The administrative and training building includes a 911 dispatch center, real-time intelligence center, offices, auditorium, classrooms, training and cardio room with locker rooms, defensive tactics room and virtual fire-arms training facilities. The Sheriff’s Office Range House includes classrooms, offices, storage and break areas to accompany the large outdoor dynamic firearms range with observation tower.  The Guest Range House includes spaces and firearms range for the FBI and guest law enforcement agencies. 

The campus also includes a tactical driving track, large pond for water rescue training and berms for sniper and 360-degree firearms training. The remainder of the site is master planned for the future St. Johns County Sheriff’s Office headquarters, aircraft hangar, fitness areas and storage facilities.

As construction manager at risk, 澳门足彩app renovated three anaerobic digesters along with the associated structural, mechanical and electrical systems and controls in the Support Building, replaced heat exchangers and other biosolids systems, and installed two new dewatering centrifuges at the wastewater facility in Centreville, Virginia.

The facility, in Centreville, Virginia, treats approximately 54 million gallons per day (mgd) of wastewater for 1.7 million residents in the northern part of the state. 澳门足彩app’s main objectives were to increase digester lifespan and efficiency and improve the sludge-thickening process that utilized thickening centrifuges.

Digester improvements included repairing the interior/exterior of each tank, replacing piping and modifying the gas cannons to improve the tanks’ overall lifespan, as well as improve the digesters’ efficiency. Associated heat loops used to recirculate and heat the digesters were replaced with new and improved equipment. This included four new centrifugal pumps, three new heat exchangers and associated piping.

To mitigate inefficiencies in the plant’s thickening process, which used Dissolved Air Flotation Thickeners (DAFT), two new centrifuges were installed to supplement, and eventually replace, the current thickening process. Necessary equipment associated with the centrifuge was also installed, including a new polymer feed system, feed pumps for the centrifuges and a new transfer pump to move the thickened sludge to the next step in the process.

Process equipment improvements in both areas were complemented by a major retrofit of the main electrical room and motor control center (MCC). A total of four new MCCs and switchgears were installed and commissioned to power the new process equipment.
